On 4 September 2017 the Ministry of Health of Ukraine, World Health Organization (WHO) Regional Office in Europe, WHO Country Office in Ukraine, Kyiv International Institute of Sociology and the National Academy of Medical Sciences of Ukraine held a joint press conference presenting the results of the second Global Adult Tobacco Survey (GATS) conducted in Ukraine.

On December 20, 2016 Ukrainian parliament supported the amendments to the Tax Code that increase the specific tobacco tax by 40% starting January 01, 2017. Research Note: Tobacco Taxation in Ukraine

The EU-Ukraine Association Agreement (Article 352) envisions cooperation in fighting illicit excise goods, which includes, inter alia, “gradual approximation of excise rates for tobacco products”. The EU excise policy entails systemic increasing of excise rates for reduction of consumption of tobacco products. Since 1 July 2006, the minimal rate of the excise per 1,000 cigarettes has been established at 64 EUR, while since 1 January 2004 this rate has been elevated up to 90 EUR.

Ukrainian Parliament praised the implementation of WHO FCTC that saved thousands of lives

April 13, 2016. Members of Ukrainian Parliament adopted the Declaration of the 10th anniversary of WHO FCTC ratification by Ukraine. Ukraine has considerably improved its tobacco control legislation and demonstrated significant progress in curbing tobacco epidemic, since 2006 when the WHO FCTC was ratified.
