Ukrainian activists demand to ban tobacco displays at points of sales

November 6-17, 2017, NGO "Life" conducts a campaign to support the draft law #4030a in the Verkhovna Rada of Ukraine. The main purpose of the action is to draw attention to the problem of tobacco smoking among children and ban the advertising of tobacco products in stores.


According to the aforementioned campaign, on November 6, a social action was held near the Parliament of Ukraine. It was in the form of a presentation of a new brand of "School" cigarettes designed specifically for children. The event began immediately before the Conciliation Council of the Parliament in order to attract the attention of deputies and to promote the introduction of draft law #4030a to the agenda of the Parliamentary session.

The main problem is that tobacco products can be seen from the shop windows of any kiosk in Ukraine nowadays. Studies have shown that the visual availability of cigarettes increases the risk of initiating smoking among kids by 64%. In addition, the tobacco industry decorates cigarette packs to make them more attractive for children and teenagers, because new smokers come from the children's audience. This fact is confirmed by statistics: more than 60% of adult smokers in Ukraine began to smoke in their adolescence.

The presentation of the new "School" brand of cigarettes has demonstrated the  reality that Ukraine can reach if the Parliament does not stop tobacco lobbying. In order to prevent children and adolescents from starting smoking, it is necessary to adopt the draft law #№4030a, which bans tobacco displays at points of sales. 

In support of the campaign, on November 7, small packets of "School" cigarettes were put on the seats of parliamentarians before the beginning of the Verkhovna Rada session. Moreover, such slogans as "Don’t encourage children to smoke. Adopt the draft law #4030a", "Indifference kills” were written on the packs.

November 8-17, there is an exhibition devoted to the International No Smoking Day on the first floor of the Verkhovna Rada of Ukraine. The initiator of the event is Arthur Palatny, Chairman of the Verkhovna Rada of Ukraine Committee on Family, Youth Policy, Sport and Tourism. 

The exhibition is presented by information stands about the aforementioned draft law #4030a and appeals for its adoption. The organizers also installed a stand where MPs could symbolically show their support of the anti-tobacco initiative.

Ukraine has international obligations to ban the display of cigarettes in storefronts, according to the WHO Framework Convention on Tobacco Control, which was ratified by Ukraine in 2006. Such a norm has already been implemented by more than 30 countries of the world, including Ireland, Norway, Finland, Great Britain, Croatia, Canada, Australia, Belarus.

It is worth mentioning that the draft law #4030a is ready for consideration in the first reading: on April 12, 2017 the profile Health Committee unanimously recommended the draft law #4030a dated 07.19.2016 for adoption by the Verkhovna Rada of Ukraine in the first reading. At the same time, the Ministry of Health of Ukraine also supported the bill number 4030a in accordance with the letter # 05.1-03 / 14390 dated 25.05.2017.img_6558.jpg
