World No Tobacco Day in Ukraine

May 31, 2018, NGO Advocacy Center “Life” is among the winners of the World No Tobacco Day award 2018 from the WHO European Region. On May 31 the WHO CO in Ukraine held the Award ceremony.

Presenting the award to NGO “Life”  the WHO Representative and Head of Country Office to Ukraine Dr. Marthe Everard said “Advocacy Center “Life” is the most experienced organization in tobacco control in Ukraine, and has been effectively advocating for implementation of the WHO FCTC since 2009. Substantial tobacco control policy changes were achieved in 2009–2017 and resulted in a significant decline of the daily smoking prevalence during from 25% in 2010 to 20% in 2017.

As part of the WNTD campaign the representatives of the Public Health Center of the Ministry of Health of Ukraine and NGO Advocacy Center "Life" organized a press briefing to highlight the impact tobacco has on the cardiovascular health of people in Ukraine.

The tobacco epidemic is one of the biggest public health threats in Ukraine, killing more than 85,000 people annually. Therefore, the speakers emphasized the need to adopt anti-tobacco draft laws №2820 and №4030a and promote smoking cessation service." Moreover, in May NGO Advocacy Center “Life” and local partners initiated “a marathon of events” (public street actions, press conferences and press briefings) to promote the adoption of stronger tobacco control laws. On May 19, 2018, a Run for tobacco-free Ukraine was held in Kyiv, Lviv, Ternopil, Odesa, and Ivano-Frankivsk. More than 300 participants called on Ukrainians to lead a healthy lifestyle and appealed to Ukrainian MPs to strengthen anti-tobacco legislation to protect children from nicotine addiction. The tobacco-free run was organized by the NGO "Life" and the movement “Runday”.


"67% of deaths in Ukraine are related to cardiovascular diseases, and smoking is one of the main causes of CVD. It is necessary to make tobacco products unattractive for young people to reduce the prevalence of smoking in Ukraine.  Therefore, we appeal to the Parliament to adopt anti-tobacco bills №2820 and №4030a. Kids and youth should finally have a right not to be targeted by the tobacco industry", said Lilia Olefir, Executive Director of NGO “Life".


The draft law №2820 contains a ban on flavored cigarettes and provisions for enlarging warnings about the dangers of smoking on both sides of the pack. It also seeks to ban tobacco advertising on the Internet, obliges tobacco producers to provide accurate information about the contents of cigarettes. The draft law №4030 proposes to ban the display of cigarettes in shop windows and create conditions for the better protection of people from tobacco smoke by enlarging the list of smoke-free public spaces and strengthening law enforcement of smoking bans.
